Who could move, what needs checking, and does the worker want to?
When a project phase ends, existing workers may be suitable for the next assignment. Review their experience against real vacancies, alongside their preferences, release dates and destination requirements. Redeployment is an option to evaluate; it depends on worker agreement, operational needs and the required approvals.

Ask workers about skills, certificates and document dates.
Use short conversations with workers to capture competencies, trade and professional certificates, languages, permit and medical dates. Keep what each worker reports separate from checked records.
Add supervisor observations and document checks.
Ask supervisors for examples against the same role criteria, including what they have not observed. Bring in agreed permit and certificate records with their source, review date and responsible owner. A supervisor account is a perspective; a declared expiry date does not establish permission to work.
Compare the next role and assign the unresolved checks.
Compare capability with the receiving role. Review worker interest, release, document status and permission requirements separately. Assign unresolved checks to an owner before approval. Agree which changes prompt a refresh, such as assignment closure, a reported change or an approaching document expiry.

A useful review separates capability evidence, worker preference and documentary status. An attractive capability match does not override an unresolved mandatory check.

Worker choice and human decisions come first.

Worker choice stays visible
The channel and the correction route are agreed before the first conversation. A worker's preference to return home or decline a proposed move must remain part of the decision.
Capability and permission stay separate
Review role fit alongside the receiving employer, occupation, location and document requirements. The responsible team confirms what is permitted.
Records update when work or documents change.
A permit or certificate can change while work continues. Agree separate review dates and responsibility for authoritative checks.
Start with one site and one planned project closure.
Start in one country. Choose a defined group and actual receiving roles. Agree the competency framework, data sources, worker communication, document owners and move approval process. Start from agreed files where appropriate; connections, date reminders and recurring updates are confirmed in the engagement scope before activation.

At a national or sectoral scale, these conversations could give a labour ministry a current view of what the expatriate workforce can do.
A worker-controlled portable profile is a proposed extension.
Is redeployment the right option for this vacancy?
Compare realistic options for the same vacancy and period. Include mobilisation, training, relocation, support and EVA delivery costs, as well as genuinely avoided recruitment or travel costs. A potential match is not a realised saving.
Accepted and completed moves
Track worker-agreed moves through approval, actual start and an agreed follow-up. Count suitable vacancies and worker interest separately from capability matches.
Time and cost to fill
Compare time to an approved start and the full cost of redeployment with a credible alternative. Record delays outside EVA's control.
Open checks resolved
Track missing, expired and unchecked records separately, with an owner and review date. Measure correction requests and participation as well as evidence coverage.
Participation and corrections
Track invitations accepted, records viewed and corrections requested, so evidence coverage is never read as consent.

No. EVA helps organise the evidence and open questions. Qualification authentication, professional recognition, immigration permissions and site approval remain with the appropriate authorities and your authorised teams. Recording a date, or completing a profile, does not establish compliance.
